Amber Black, JD

Amber Black is a Health Privacy Associate for the COE-PHI, and a Staff Attorney for Health Privacy at the Legal Action Center, where she provides legal counsel, training, and technical assistance to providers, government agencies, and individuals regarding federal and state health privacy laws, including HIPAA and 42 CFR Part 2.

Prior to joining the Legal Action Center, Amber worked in the LegalHealth unit of the New York Legal Assistance Group. She received both her undergraduate and law degrees from Duke University.
